Roland Specht-Jarvis received his Ph.D. in 1988 on the topic of "Athenaeum", a magazine publication of the romantic circle of friends around Friedrich Schlegel. His MA degree in Law and in German literature and pedagogy dates from 1983. He served eight years in the German industry following a 3-year apprenticeship in 1975. Mr. Specht-Jarvis joined St. Cloud State University in 1983 as a Professor of Foreign Languages. He served as chairperson from 1989 until 1995 and three years as chairperson of a state-wide TQM initiative from 1994 until 1997. Between 1984 and 1997 he directed 12 study abroad programs serving over 300 students for 3-5 months in Germany and France. His publications with EMC Publishing span three textbook series between 1984 and today. The second series Deutsch aktuell 3 is still used in schools and colleges. An early adopter of computing technology, he has published a computer book and articles. In 1997 he was appointed dean of the College of Fine Arts and Humanities at St. Cloud State University serving approximately 200 faculty in nine academic departments several centers. The focus of his work as dean is on technology implementation across disciplines, alternative conflict resolution for faculty, staff, and students, and workplace improvements that foster an atmosphere of fairness and equal opportunity for all constituents. He has annually presented on topics related to college life and development at the Council of Colleges of Arts and Sciences annual meetings.

Administrative Positions

Dean, College of Fine Arts and Humanities

(1997-present) served 180 fulltime faculty, 60 adjunct faculty, 60 Graduate assistants, 25 staff, nine chairpersons, four international program locations. The budget for faculty salaries, equipment and supplies, grants and contracts reached $11.2 M in Fiscal Year 2006. Initiated and implemented in 1999 a dormitory project "Villa Kunterbunt" in Ingolstadt for students of the Colleges of Business and Science and Engineering. Secured funding support from the City of Ingolstadt for $ 5,000, and in-kind services of $ 15,000 for the planning and building phase. Completed collaboration in $ 5.6 M renovation of Lawrence Hall as an international hub for SCSU's global education mission.

 

Chairperson, State Facilitation Team for Quality Enhancement Initiatives in Minnesota

(1996-1997/98) Served seven Minnesota State University campuses; secured and disseminated $ 1.4 M budget in a statewide Q7 Quality Enhancement Initiative; 120 faculty and administrators participated on seven campuses. Worked with State legislators and the Board of Trustees to finance and execute the program. The current MnSCU System was established during my last year as chairperson, 1998.

 

Director of Minnesota Quality Enhancement Initiatives at St. Cloud State University

(1994-1997) Implemented Q7 at St. Cloud State University; budget of approximately $ 400,000 involving 35 students and faculty in TQM grants and programs. Created grant guidelines, allocated funds, and assessed mini-grants. Wrote annual reports to the State Facilitation Team.

 

Chairperson, Department of Foreign Languages and Literatures

(1989-1995) served 18 faculty in Spanish, German, French, Russian, and less taught languages Arabic, Japanese, Mandarin. Proposed the renovation of Lawrence Hall as an international dormitory at SCSU. The $ 5.6 M project was completed after 11 years in 2003 and houses the Center for International Studies, the Department of Foreign Languages, and 100 students.

 

Director of 12 Study Abroad Programs in Ingolstadt, Germany

(1984-1997). Took 20-30 students each program to Germany, arranged home stays, hired instructors, managed and taught 13-week programs. Developed internship programs with Audi Corporation Headquarters and received grants of $ 28,000 and several traineeships and internships annually. Created the infrastructure (Support Club, Rotary, Host family events, etc.) for constant growth of the program and secured total funding support from the city of Ingolstadt of approx. $240,000 for the German program.

Professional Statement

 

Looking to improve lives and communities, I work to involve, prepare and place the global citizen of the 21st century in lifelong learning and working environments.

 

I am serving in my eighth year as Dean of the College of Fine Arts and Humanities at St. Cloud State University. My college is the largest of five at SCSU and offers more than 53 programs in nine departments and four study abroad programs in Chile (until 2000 in Costa Rica), France, the Czech Republic, Poland, and Germany. SCSU is the largest of seven state campuses in the Minnesota State Universities and Colleges System (MnSCU) enrolling 15100 students in St. Cloud and at eleven study abroad sites on three continents. A faculty of 650 full-time instructors teach undergraduate and graduate students and collaborate with the University of Minnesota in a shared Ed.D. Program.

 

The graduates of St. Cloud State University have an excellent placement rate. They are readily accepted into any graduate program nationwide. Many of them return as instructors after they have finished their terminal degrees. In my college, 90% of the faculty hold terminal degrees and I encourage on-going research and scholarship in the annual reviews with faculty, including the scholarships of teaching, exploration, disciplinary integration and the performance models according to Boyer&Glassick. In annual interviews faculty and I achieve a close working relationship conducive to continuous professional growth. As a result, the faculty attrition rate is very low and morale among faculty and staff exceptionally high. Using mediation and conflict resolution techniques and programs, my college sees the lowest number of grievances at SCSU. I have established successful new committees for strategic management of the college, international education, graduate studies and several advisory boards for departments. The departments and dean's office have completed the assessment phase of criteria and parameters by which we benchmark the college's success and determine new strategic initiatives for all programs. The final Strategic Management Plan has been implemented establishing dynamic vision, assessment, evaluation and planning cycles for the future.

 

As dean I am visible and respected in the community and secure outside funding and development opportunities through the centralized campus alumni network and outreach to businesses. I have directed fundraising efforts for Rotary for the past three years and secured more than $ 80,000 in funding. As an active member of several boards of service organizations (President of Rotary International, past board member of YMCA, St. Cloud Symphony Orchestra, Theatre L'Homme Dieu, etc.), my ties to the St. Cloud community and industry are strong. Gifts of $ 300,000 to the Music department and of $ 50,000 to the English Department, $ 50,000 annually to the Center for Holocaust Studies, and endowments of $ 220,000 in the Department of Mass Communications indicate our increasing attention to fundraising and alumni outreach. I have helped secure annual funds for summer stock theatre Theatre L'Homme Dieu in excess of $ 130,000. The City of Ingolstadt supported funding for the remodeling of a dormitory for 28 SCSU students following 25 years of continuous in-kind support of the language program in the amount of $ 15,000.

 

I expect students, staff, faculty, and outside stakeholders to continually improve and enrich campus life and learning. My commitment to excellent academic programs that prepare students for a variety of careers and lifelong learning inform my work and inspire my imagination. I enjoy serving as an enabler to faculty and students, and I seek new opportunities for student research and teaching, and collaborative programs for students and professors in teams. Communities of learners confronted with real problem solving appear to yield the greaest satisfaction among students and benefit to the college through low attrition. The programs of the college meet national and international standards. Five departments are nationally accredited. As dean, I am directly involved with each accreditation because department chairs at SCSU are not the supervisors of faculty. This requires the dean to serve as the department administrator for the purpose of accreditation and exposes me to five different accreditation processes on the undergraduate and graduate levels.

 

My interest and background in the new media and technology facilitated my appointment to the deans position. All nine departments in my college have been computerized, networked, updated, and enabled to use the "smart classrooms" that allow use of TV, internet, and computer resources. I added several interactive television and web-based courses off campus to the curriculum, and have been one of the architects of the campus technology plan through the Technology Teaching/Learning Roundtable. I have added faculty training and new computer labs for faculty research to the college infrastructure. In recent Faculty Forums the college faculty followed the dean's initiatives using the new media re-designing the curriculum to make optimal use of up-to-date technology. The college office is highly computerized and operates very efficiently with a staff of four serving the 400 persons reporting to the college, as well as thousands of students taking service classes (15,300/p.a.) and majors and minors of the college programs (approximately 1,800).

 

I have served as a member or chair on many university and state wide committees. From Strategic Enrollment Management, Academic Affairs Council, Quality Enhancement Committees, Mediation Committees, Grievance Committees, Assessment Committees and Technology and Alumni Relations committees, I have been part of each and every aspect of campus life and management. As past chair of the CCAS (Council of Colleges of Arts and Sciences) case studies committee and the membership committee, my work reached the national level of college management and brings recognition to my university. As dean, I have volunteered one class each year to stay connected with students and programs. I am proud to have been asked by the departments of English and Mass Communications to teach classes in their programs that fit my preparation, both on the graduate and undergraduate levels. Specific aspects of my work as dean

 

Line supervision

The dean is the direct supervisor of all faculty and staff and asked to evaluate retention, promotion, and tenure for faculty, and annual reviews for staff. The dean also offers regular seminars for new hires and probationary faculty to ensure success in their bids for tenure and promotions. We have hired 90 new probationary faculty since 1997 of whom 87 have or are expected to receive tenure. The dean has evaluated 160 promotion applications and supported 82%.

 

Budget

The annual budget for the college is approximately $ 11.2M. In Academic Affairs Council I participate as senior dean in establishing and disseminating the $ 55M annual academic affairs budget. I allocated budgets for faculty lines, equipment, supplies; created models to reduce college funding by 10% for fiscal year 2004. The faculty supported our reduction model increasing class sizes, reducing management expenses, equipment and supplies. For 2005, we were able to restore all cuts and grow a modest 2 %.

 

Partnerships

Met with college administrators and faculty of 2- and 4-year schools to discuss 2+2 and curriculum issues; facilitated feeder programs and agreements with other MnSCU colleges; involved local companies in direct dialogue with my departments about curricular needs and improvements. Several college programs use ITV and web-based dissemination of coursework to partner universities and colleges.

 

 

Strategic Improvements

Led the strategic planning of the nine departments in the college: planning, team building, faculty fora, and final reports from departments; plans inform allocations for equipment, supplies, and faculty and staff lines. Initiated the strategic management model for the college and formed the faculty committees which address individual programs for the continuous fine-tuning of visions, missions, deployment and review of the programmatic inventory.

 

 

Assessment and continuous Curriculum Revision

Established college think tanks and committees to create tangible results in the assessment of student learning in the nine departments of the college. The campus assessment director is a faculty member of the college and works closely with the dean's office. Assessment instruments are administered in all departments in 2005. The use of assessment techniques and instruments has been beneficial for many faculty, as well as the dean, in re-tooling their teaching methodology. Web-dissemination of coursework, e-mail interaction with students, and use of New Media have facilitated assessment tasks and re-kindled the joy of teaching in many professors.

 

The dean initiated a complete re-evaluation of General Education at SCSU during 2002-2005; designed a First-Year Experience at SCSU that is now under the auspices of a new Dean of Undergraduate Studies. The college team focused on students' readiness for job and career supporting their research, internships, and job placements. I have been instrumental in placing several students in permanent jobs in Germany and the US.

 

Cross-disciplinary work

Encouraged faculty to learn, research, and teach across disciplines (a professor of English was just elected chair of the Art Department; a professor of French teaches Film Studies, professors of Philosophy and Mass Communications teach Holocaust Studies, a professor of Speech became chair in Theatre, Film Studies and Dance, etc.) In hiring new faculty, I strive to cross disciplinary boundaries in faculty preparation and I seek to hire faculty with expertise in  curriculum geared toward minority and transfer or non-traditional students. At the same time, I keep an active meeting schedule with departments to articulate changes and learn about programmatic decisions and needs faculty identify.

 

Borderless education

Completed a new Polish study abroad program in Lodz for Mass Communication majors in 2003; visited Lodz and developed faculty and student exchange components. A new University Agreement has been signed by SCSU and the Palatzky University enabling up to 50 SCSU first-year students to study in Poland taking their General Education courses.

 

 

Established a new study abroad center for the College of Business (securing funding, rent agreement, remodeling plans, furnishing of the dormitory, etc.) Enabled a new partnership contract between Fachhochschule Ingolstadt and SCSU, negotiated contracts and exchange programs. Negotiated new agreement with the Université Des Sciences Sociales in Toulouse to receive teaching assistants and send general education students annually to Toulouse. Enabled foreign faculty from China, France, Spain, Costa Rica, Poland and Germany to teach, research, and interact with the college.

 


 

 

Collective bargaining

As faculty member I served as chairperson of the Academic Affairs Committee, Q7 Acceleration and New Ventures grants committee, and as Grievance officer. As administrator, I participate in Meet and Confer as a presidential designee and hear grievances at the campus level. I am familiar with union negotiations on both sides of the table.


 

Accreditation and Program Review

Guided the re-accreditation of the Department of Mass Communications in 1998 and 2005 and received full accreditation (in 1998 with distinction); added a strong graduate program with international focus. Started a distance-learning cohort in the twin cities of Minneapolis and St. Paul to increase the number of MA students. Supported the graduate director in the department to focus the curriculum on working professionals in Minnesota via State campuses with ITV capabilities; attended seven annual AEJMC/ACEJMC/ASJMC conferences for re-accreditation representing the department of Mass Communications.


 

 

Guided the successful re-accreditation of the Art department by NASAD in 1998; completed the accreditation of the Music department by NASM in 2000 and the Communication Disorders Department according to ASHA guidelines in 2001. Coordinated the focused external review of the Foreign Languages Department, Communication Studies,  as well as the departments of English (ESL, TESL, Intensive English Center, Graduate Program, Writing Center) and Philosophy (Religious Studies, Core curriculum in Critical Thinking, Business Ethics, and Philosophy majors).  Currently reviewing Film Studies and Dance.


 

 

Supported the AACSB International re-accreditation of the College of Business serving on the Board of Directors and as a provider of pivotal courses in business ethics and speech. Worked closely with the College of Business and faculty in the Harold Anderson Entrepreneurial Center in order to direct the flow of information from alumni and graduates in the work force back into college programs in Fine Arts and Humanities.


 

Mediation

The college adopted mediation as a future oriented path to reduced anxiety, stress, and conflict. For the past three years, the associate dean had been half re-assigned as director of mediation until the university started to fund the program across all colleges. Dean and associate dean have trained as mediators and organized annual mediation workshops. Serving on the Mediation Steering Committee, I can learn early where problems might arise later. Transparent management and predictability augmented by mediation have served our college well.

1999    Chair of Case Studies of the annual CCAS conference in Seattle. Wrote or edited seven published case studies; prepared 26 deans as facilitators and served as facilitator in one session. The case studies involved 750 deans of Arts and Sciences nationally and internationally.

 

Presented Paper "Managing the successful international program for the global citizen of the 21st century" and served as respondent at the International Conference on Global Education at the Fachhochschule Ingolstadt, October 7, 1999 in Bavaria.

 

AEJMC annual conference in New Orleans on August 5. Participated in panel discussion and read paper on "A New Culture and Curriculum Open Our Campus to the World" reflecting SCSU's global education outlook.

 

1998    Attended four national meetings of ACEJMC accrediting body and represented SCSU in the meetings. Introduced the program of Mass Communications and supported writing of the self study and responses to the visitation team.

Attended CCAS national conference in Minneapolis and facilitated one case studies session with 23 deans. Re-designed case studies for the 1999 conference and prepared next round of case studies using evaluations, suggestions and ideas from participating deans.

 

1997    Attended three seminar by the CCAS Council on Colleges of Arts and Sciences about Colleges and the Media, Fundraising, and College administration.

 

One day conference at St. Cloud State University: Benchmarking Education in Minnesota. The meeting brought 34 Minnesota educators to campus to discuss quality enhancements strategies.

 

1996    Attended and co-sponsored a colloquium at Ruhr University Bochum "Wozu Kultur..." in honor of Prof. Müller-Michaels 60th birthday. Presented a paper "Internet-Kultur".

 

1995    Hosted official visitors from Bavaria (Dr. Siegfried Hofmann former Commissioner of Culture and Education, Mr. Josef Gutmann, Chair of Cultural Affairs, both from Ingolstadt) attending 125th anniversary events on SCSU campus for ten days.

Berthold Auerbach's Schrift und Volk) and administered new elections.

1992    Directed "Deutsches Fest 1992" for 2,200 Minnesota High school students on the SCSU campus. Set up 140 sessions for student testing, sketches, exhibitions, and language performances. Given addresses for opening and closing sessions. (Budget $15,000)

 

1992    Invited by the Lord Mayor of Ingolstadt Sept. 6, to speak to faculty from the University of Eichstūtt and celebrities from the City of Ingolstadt: "International Education Revisited: Internships and Traineeships on an International Scale."

 

1992    Directed "Symposium on International Awareness at SCSU" with 117 participants. May 6-8. Organized and chaired five sessions. Presented paper "Implementing a Certificate Program of International Awareness at SCSU". (Budget $ 56,000 through Title VI, Undergraduate International Studies and Foreign Language Program, Dept. of Education, Washington D.C. )

 

1991    Attended 6-day workshop and conference by ACTFL in Washington D.C. for oral proficiency testing. Trained to perform ACTFL-based oral proficiency interviews.

Workshops, Study Abroad

 

 

2004 University Mannheim, established student and faculty exchanges between UM and SCSU in collaboration with Dean Peter Drewek, Vice President Pjotr Daranowsky, Lodz University, March 30-April 2. Informal presentations and discussions.

 

2002-2003       St. Cloud State University. Designed, organized and held two Development Workshops at SCSU for 70 Chairs, Associate Deans, and Directors. Topics included "Working effectively with 2-year and 4- year sister institutions", "Managing difficult People in your Department", "Conflict Resolution", "Budgeting and goal setting in a negatively enhanced environment", and "Strategic Planning".

 

1998-2005      St. Cloud State University. Conducted 31 thematic faculty forums at SCSU for the faculty of the college to discuss curriculum, technology, new media, general education, distance learning, mediation as conflict resolution, and strategic planning and assessment of student learning at St. Cloud State University.

 

2000    Led MnSCU visiting team to Fachhochschule Ingolstadt to discuss shared degrees between MnSCU and FHIN. Visited international student dormitory Villa Kunterbunt to improve operations and avail the program of additional MnSCU support in Technology (granted by Chancellor Morrie Anderson)

Organized and executed study abroad program for six visiting administrators from Fachhochschule Ingolstadt August 14-25, 2000 at St. Cloud State University. Responsible for curriculum, job shadowing opportunities, and oral proficiency testing of visitors.

 

1998    Hosted 14 Minnesota deans of Arts and Sciences on campus for a one day conference on higher education in Minnesota on September 13, 1998.

 

1997    Faculty improvement workshops, grant writing workshops, and WWW development workshops as part of the Q7 CALL grant.

 

Hosted Lord Mayor Peter Schnell of Ingolstadt/Germany and his executive team for 18 days in St. Cloud. Initiated discussion of an international site in Ingolstadt for SCSU general education programs. Initiated international relations with Fachhochschule Ingolstadt, scheduled presentations and speeches for the FY 1997 Academic Year on (1) International Curricula, (2) Internet, and (3) Quality Enhancement Initiatives.

 

1996    Seven workshops at SCSU on Readiness for Work and Career themes. Hosted meeting of the statewide facilitation Team in St. Cloud on November14.

 

1995    Presented the Q7 Quality enhancement process to the SCSU faculty during two dedicated workshops during the opening days of the academicyear.

 

1990-present    Set up and administered 23 internships for SCSU students to learn and work at the Audi headquarters in Ingolstadt. On-campus coordinator for all Audi interships. Placed four German language and business students with German companies in permanent jobs (Lufthansa, Audi, Commerzbank, RWE).

 

1990    Arranged for five internships of German students from Ingolstadt in St. Cloud. Presented the exchange programs to five local companies and invited participaton.

 

1991-93           Five on-campus workshops introducing the "Certificate Program in International Awareness" and "International Interships".

 

1985-present    Presented three to seven workshops annually on "Learning and using Wordprocessing and Page Layout software" for Academic Computing Services at SCSU.

 

1989    Wissenschaftliches Institut fŸr Schulpraxis, given 3-day workshop at the University of Bremen. Taught seminars about "DTP" and "Advanced Wordprocessing"

 

 

1988    CALICO Workshop at Middlebury College, co-taught 2-week seminar on "The Macintosh Interface" and "HyperCard Scripting" 1985-88: 19 workshops for Apple Computer and Academic Computing Services at SCSU on the following topics: "Wordprocessing ", "HyperCard", "Databases", DTP".

 

 

1984-1996       Set up and directed SCSU Study Abroad Program in Ingolstadt, placed students in families and internship companies, set up curriculum, cultural events, taught classes, developed social events for students and host parents, organized and led trips to Berlin, Prague, Hamburg, Frankfurt, and Vienna. Redesigned coursework and excursions. Improved home stay infrastructure. Doubled enrollment from 14 to 28 participants annually. Founded and incorporated support program "Fšrderverein SCSU" in Ingolstadt. Created documentation about the program. Developed and produced students' handbooks and director's manuals for future participants.

 

 

Faculty Grants

1996-97           Chair of the statewide Q7 Facilitation Team. Re-elected unanimously as chair of the department of Foreign Languages in a secret ballot vote for the time period 1998-2000. Resigned the assigment after appointment as dean of Fine Arts and Humanities at SCSU.

 

1994-97           Elected Q7 Quality Enhancement Director for three consecutive fiscal years by Q7 Steering Committee at St. Cloud State University. Established grant guidelines and distributed $ 400,000 as Acceleration Mini-grants and New Venture Grants.

 

1996    Facilitation Team member for Minnesota State Grants. Wrote three successful Q7 Quality Enhancement grants ($170,000).

 

1994    Received St. Cloud State University's extramural funding ($2,000) to revisit ACTFL OPI training and annual conference in Atlanta, Nov 13-20, 1994.

 

Wrote and delivered final Report "Certificate Program in International Awareness" for Title VI to the Department of Education, Washington D.C. on November 30, 1993. Directed "Title VI Retreat at Wilder Forest: Certificate Program in International Awareness" January 8-10 for 21 international participants. I organized and chaired six informational sessions. Presented paper "Testing of Oral and Written Language Proficiency" (Second Year Funding of $ 50,000 through Title VI, Undergraduate International Studies and Foreign Language Program, Dept. of Education, Washinton D.C. ).

 

1992    Co- author with Dr. Bonnie Buzza of second year funding application to the Dept. of Education, Washington D.C, Undergraduate International Studies and Foreign Language Program: Certificate Program in International Awareness. Total grant amount $108,203.00 excluding matching funds. Executed every aspect of the second year of the grant as Associate Director, after Dr. Buzza left SCSU in June. Proposed several curriculum changes and rewrote the Foreign Language Curriculum.

 

1991    Principal author with Dr. Bonnie Buzza of a funded grant appication to the Dept. of Education, Washinton D.C: Certificate Program in International Awareness. Total grant amount $116,317.12 excluding matching funds. This CPIA program adds a new option for language students to receive certification in International Awareness at St. Cloud State University. Teaching across the curriculum and 2-year language training lead to oral and written proficiency testing and certification. Produced all program materials, tests and guidelines.

 

1990    Grant from the Minnesota Humanities Commission, the SCSU Honors Program, and the College of Fine arts and Humanities ($3,000) for a regional conference on the GDR.

(1997-1999) Board member of the YMCA in St. Cloud Developed Strategic Plan, SWOT analysis, quality improvement measures and implemented procedures. Improved enrollment by 10% in the first year and maintained family enrollments.

(1998-2002) Board member of the St. Cloud Symphony Orchestra. Offered Strategic Planning seminar and mission/deployment strategies

(1997-present)  Board member of the Theatre L'Homme Dieu (SCSU's summer theatre program off campus) Proposed and implemented strategic planning themes; hosted the board of directors on campus and served as liaison between the university and the theatre. Initiated fundraising for summer stock and supported capital improvements on site in Alexandria/MN. Volume of $185,000 since 2000.
